Through referendum specific policies, ask the people, vote on more than 1 thing: government is compelled to do so after succeed referendum, eg. Citizen initiatives eg. california wanted to lower income tax = cut education, police, fire, emergency. Origins in 1600s uk britain, monarchy challenged led to mps in parliament.
