Currently only 10 states have passed resolutions endorsing the idea. Bring community together behind representative with unanimity or virtual unanimity found in early catholic church ex. Up until 12 century was elected by unanimous vote of the 16 bishops of the roman province of catholic in 11th century there was number of rulers who elected on basis of near unanimity/unanimity kings of bohemia, hungry, Obviously problems: schisms, deadlock, drag on/lead to violence, people trying to impose their choices on either side. Russians would bride aristocracies to vote against to stop resolutions or growth.
