Chapter 2: public administration and organization theory: the structural foundation. First person to study the emerging phenomenon of bureaucracy. Unity of command- the bureaucratic principle that holds that all employees must report to one and only one supervisor in order to minimize confusion and misdirection. Argues that bureaucracy is the most efficient method of organization. Foresaw many of the problems familiar to anyone who interacts with bureaucratic organizations.
