Opt outs were discussed and provinces could opt out of a federal program and run it themselves, paid for by the federal government. The only real thing martin brought to the public"s attention was the notion of a federal and democratic deficit. They"re similar cause they both dislike central gov & consider themselves diff from the rest of the country.
