Emphasis on the community for intervention in social problems. We must be mindful of the state getting involved as they may have unpure motives. There is a ubiquitous (omnipresent) appeal of the community. Community is an umbrella for all the sorts of programs that need to be organized: this allows us to determine what needs to be done, brings people together. Community is often romanticized: those in power get to decide which problems we need to target and how we will do that. Community a way of feeling connected: geographical. But it is true in the way we combat crime. Remains important despite not knowing our neighbours because it is the way that people in power will organize groups of people: still dictating our lives on the basis of geography. Ex: vanier the salvation army and the politicians are wanting to put a mega-shelter there for homeless people because they consider it to be an undesirable area.
