It is a way of regulating behaviour through social control. There are 2 types: formal deviance & formal social control this is when someone violates the law. Informal deviance & informal social control they are not breaking the law, but they could be rejected, shunned, if they for ex were to talk back to authority or dress inappropriate. Ex: wearing a hawaiian shirt at a funeral. Depends what generation you are asking, how many tattoos, where they are located, and what they are.
