Take away discretion form judges but also educate society on good/criminal behaviour. Move away from the idea that punishment is a way to repair relationship with god. Problems of early prisons: elizabeth fry, john howard, corruption by contamination. Prisons were warehouses where we put anyone who had anything to do with the law mass crowding of different people.
