The women and development approach is about meeting immediate needs of women. Specific support systems and strategies by considering unequal situations. Taking into count the different needs of men and women; and relations between them. After economic globalization; particularly debt crisis in 80s. Free trade in 90s led us see the inequalities in development. Structural adjustment programs have increased workload of women due to budget cuts of social services. Women have to face violence related to men"s losses of jobs. A lack of participation and consideration of relationships between genders has resulted in failure in dvm project. In 1990s, sustainable development focused on participation of all actors in development and equality between men and women. 1995, beijing conference on status of women spread the gender approach to development.
