Democratic participation planning legislation regulates planning participation. Integration and comprehensiveness developments need to satisfy multiple criteria and planning integrates those regulations so they"re comprehensive. Example of negative externality: in houston you might find a paint factory next door to a school and kids might get sick from the fumes.
