Women are expected to make responsible choices to manage their own rehabilitation. This is the key feature of neo-liberal governance. It is not up to the state to rehabilitate inmates, it is up to the inmate to choose to behave appropriately. The problem in prisons is that the number of choices is very limited. Government at a distance is all about having individuals manage their own conduct so that the state does not need to be responsible for rehabilitation.
