14th amendment was adopted in april 1866, defining the citizenship and guarantees equal protection under the law. It was an attempt to deal with the problems of reconstruction and the freed slaves. Second, the amendment guaranteed that, if a state denied suffrage to any male citizen, its representation in congress would be proportionally reduced. Third, the amendment disqualified from state and national officers all prewar officeholders who had supported the confederacy. The fourteenth amendment nullified the dred scott decision and threatened southern states that deprived african-american men of right to vote. It prohibited the denial of suffrage by the states to anyone on account of race, color, or previous conditions of servitude. Sharecropping was a popular system used in which tenant farmer paid a share of the crop as rent to the landowner. Newly freedmen would get 50% of the crop harvested, while the other half was given to the plantation owners.
