Governments are key actors in social movements as claimants, object, allies or monitors of contention. Social movements are not just for a short period they are sustained. A non-institutional means of attaining change through collective action by a group of individuals with common/shared goals and interests. Ex: marches, boycotts, group petitions, organized sabotage of state properly. According to mccarthy+ zald, social movement only requires the acknowledgement of a concern (it does not need to be acted upon or shared) Tilly says: all good things that we have are due to people fighting back against the government/state; such as worker rights-result of people pushing back the government. Different from protest: cause protests can be a form to educate people it"s a tool, social movements usually target governments. Social movements understand that the world isn"t even.
