Not only a private concern but a public issue of the government (nation building) So basically the government just wants to encourage population growth for stronger nation, national identity, work force, military. If there was too much variety wont be able to come together and share common narrative (own background, history, etccc) This normalizes heterosexuality because so much emphasis on reproduction which in turn marginalizes homosexuality . Also reinforces marriage (which also is usually a patriarchal family) to the exclusion of other life style arrangements . Reduces women to just producing babies (reinforces gender roles) ignores other ambitions and goals . Quebec example (english takeover in montreal) -1920"s +1930"s. Many french people were rural, agricultural, thought that english people were taking over montreal and french culture. Quebec nationalist came out, those who were committed the way of the french. Encouraged french women to have more french babies and outnumber english immigrants. 1960"s french government became fanatic (extremist) + violent.
