Executive = branch of government responsible for implementation of laws and policies made by the legislature. Also members of enforcement (police) and ministers and civil servants. More narrow: smaller body of decision-makers who take overall responsibility for the direction and coordination of government policy. Political executive vs. bureaucratic: difference between politicians and civil servants. Executives tend to be centralised around the leadership of a single indicividual. Chief executive and head of state (cid:523)= personal embodiment of the state s power and authority, symbolic(cid:524), same or not. Cabinet = group of senior ministers that meets formally and regularly and is chaired by the chief executive. Represent the larger society and symbolise its unity. Covering state occasions, foreign visits, etc. provides focus for unity and political loyalty, thus legitimacy. Not only power, also interests groups have initiatives. Popularity is crucial to the character and stability of the regime as a whole.
