Something that is shared and beneficial for all/most of members of political community like maintaining order, security, job, economic growth. individualists resist the goal, see it as unrealistic, human act with their own interests, and costs and benefits distributed unevenly and clashing values and priorities. Others argue that people engage in politics for many reasons, not just to advance their own interests, like saving the goods. different communities have different goals.
