The international insutitions and rules of law that operate today took shape predominately during periods of hegemony, when one state dominated in international power following a hegemonic war among the great powers. For realists, international organizations or alliances operate largely at the behest of the interests of powerful states and when those states no longer find such institutions. International norms: the expectations held by participants about normal relations among states.
