Before greeks, all governments were some form of absolute monarchy. There were subjects and citizens: subjects were subject to the rules given, citizens have rights and freedoms. Greeks did not want an authority higher than the citizens, so they governed themselves. It was a radical, new rewriting of rules. Direct participation of an equal citizenry, relatively small scale, participation is not voluntary, no political parties or bureaucracy, participation restricted to free adult males, broad understanding of the public sphere, more focus on community good than individual rights. They would randomly draw out a stone, and that would be their job: no political parties or bureaucracy, it is what is drawn for you randomly.
