The risk of being recorded and possibly caught reduces the rewards an offender may get by committing an act, since the risks outweigh the benefits. This also removes excuses for any offender, since the presence of cctvs will provide a notion of alert conscience. People having the thought of being recorded in the back of their heads can influence the decisions they make in the area.
