Assembled a group of free citizens that acted as parliament. Council made up of the heads of clans, chiefs of local groups; consisted of people in the hittite state of the non-royal family. Governed the king, made the king answerable to them but the king was also considered a god. Worked for over 1000 years, meant stability to royal policy: hittite law code.
