In other words, it acts as an access block which is the restricted access to healthcare. One reason that crowding develops in these departments is because of a lack of systemic inpatient capacity. This is when there is not enough room in the system for patients to be admitted. For example: not having enough beds for patients who really need them. One main reason to why this occurs is that hospitals are always cutting down on their number of beds every fiscal period.
