In the 1980s, tv entered the debate, changed everything: not able to afford basic necessities, what are necessities, heating (many people can"t afford this) Social exclusion: unable to participate in a normal activity that most people take for granted, leisure activities. 2 major ideas discussed: the issue of poverty vs inequality. If you see the problem as only as poverty, you concern yourself with the individuals: this is demonizing people - implying that its their own fault they are in poverty. The focus on poor people plays out in the forms of programs: child benefits programs, training programs.
