Canada"s immigration framework from the 1960s to the present: When the war ended in 1945, people were uncertain on what to do about international immigration. Senate committee on immigration and labour decided that immigration should be admitted in large scale from european industrialization, changed to multicultural industrialization. Criteria given to immigration officials to pick immigrants consistent with canada"s industrialization strategy. Immigration from 1967-1989 wanted to reinforce industrializing economy of that period. Points given based on education, employment, opportunities, age, fluency in english/french, adaptability. Ethnic minorities preferred points system because it was color-blind. Unequal effects, some people in certain countries don"t have access to employability and education opportunities: women severely penalized for this. Individuals selected as if they were custom designed to meet specific criteria of a neo-liberal nation intent on productivity, cost recovery, and immigrant self-settlement. Immigrants ideally to have language and work skills to begin employment soon upon arrival.
