Development" - meant to be synonymous with poverty reduction - too often subverted in such a way as to reinforce poverty of millions of people. Too often, the pursuit of development fails to address the contradictions between its expressed purpose and its actual effects. Banish voices of poor people from debate over actions that ruin them, violate human rights, and in ict intolerable losses on both human and natural systems. Instead of reducing gaps between north and south and between rich and poor within them, development has caused them to widen. Development is an arti cial construct and has earned much discredit. Over time, the concept of development has expanded. Answers to development puzzle cannot be found by advancing on one front without addressing others - they are all inextricably linked. De nitions tend to describe an idealized state of being - little clue as to how a society will arrive at this.
