Once you have answered this a contract can be formed, after laws can be formed. On the basis of ones consciousness on establishes a goal. In ideal causality the cause is in your head and the effect is the realization of that goal. Not efficient, you may or may not realize that goal. Society belonged to the realm of the ought as is we ought to have it because of the things it does for us.
