Popular sovereignty: the concept that the citizens are the ultimate source of political power. Direct democracy: the citizens decide the government policy directly. California practices direct democracy through these following processes: Social contract: society is based on an agreement between government and the governed in which people agree to give up some rights in exchange for the protection of others. Articles of confederation: the first constitution of the united states. Created a confederacy giving power to the states. Federal government had few powers and limited ability to carry out those powers. Virginia plan: representation in both chambers based on population; one house elected by the people; one house elected by state legislatures. New jersey plan: equal representation in both chambers. Elastic clause: grants congress the power to pass all legislation necessary and proper for carrying out the enumerated list of powers. In article 1, section 8 of the constitution. Also known as the necessary and proper clause.
