The council of the eu and the parliament are the two legislative branches. Co-decision the process by which the bills become law in the european union. In the european union member states 70-80% of their legislation now come out of. The title of the head of the parliament, commission, european council and the council of the european union is presidency. European council only decides which direction the boat should go. It is up to the commission and the legislative bodies to figure out how. They also call on the commission when they have to make the hard decisions. For example, the refugee crisis; the council is meeting now in malta. The 28 members who were nominated y their national governments and got approved by the european parliament make the commission. Different ministers from different states depending on the topic; there are hundreds of people in the council of the eu.
