So you can"t responsible it"ll be a civil case. The person damaged (plaintiff) bring suit rights cases against the defendant who is accused of causing the damage. If there is federal court: it have to be some federal issues : discrimination, civil. The goal is to put things right (money). Including united states who can sue someone or be sued by someone. A criminal case involves a violation of a written law. Only if there is a law passed by the legislature : thou shall not do something. The activity have to be defined very specifically because of the bill of rights. Most crimes we are familiar with : drunk driving, drug possession, assault, murder.
