Perception varies from one individual to the next and is largely based on past experiences. It"s basically the resolving power of the eye or ability to see two separate objects. For example, at 1 month it is 20/400, at 3 months it"s 20/100 to 20/200, at age 5 it is 20/30, at age 10 it is 20/20, and as an adult it is 20/20.
