Politics is the process through which individuals and groups reach agreement on a course of collective action even as they disagree on the goals of that action. Making sure everyone will share costs and live up to agreements. For instance with protests there is a strong incentive to have others go out and protest while you stay inside and bnefit. Hard to find a solution that a majority prefer. There is a collective incentive to take action to solve a problem. Ie: we are better off as a group if the problem is solved. It is individually in our best interest not to contribute to solving the problem. This allows us to enjoy the benefits without participating in the cost. Police put prisoners in different rooms, and try to get them to confess.
