Communism, fascism mobilization how many ppl outside the govt are involved in govt or state sponsored activity leadership how are they chosen are to whom are they responsible. Low; more of a stay out of our way thing unless its about glorifying leader (show up leadership. Party; loyalty who can protect the old leaders; more boring leaders for their bday parade)
