But , we also learned that within their geographic and political boundaries, the respective state laws are supreme. It is perhaps easier to see the effect of the constitution in criminal law because many of the items outlined in the bill of rights specifically address criminal trial procedure. But, the constitution also affects, and in many cases protects, business entities as well. It is in this area that we will focus in chapter 4. The significance of this distinction is that neither the states nor the national government have all the sovereign power: the sovereign power is shared between the two. An important concept to remember when discussing sovereign power (the inherent power to rule over an area and its citizen that comes from being the ruler), is the concept of enumerated powers.
