Both are necessary but compete with each other. Those who would give up safety and order for freedom don"t deserve either. The patriot act was proposed before 9/11, didn"t gain attention until afterwards. We are willing to give up freedom when we"re scared. Once we give up freedom or power to government, they are reluctant to give it back. The contractualists- because they all share a belief in a common idea. They are trying to ask and answer basic questions about government. The leviathan- big monsters created by god (government is a big monster) Argued that we lived in the state of nature- individuals on our own. Life in the state of nature was nasty, brutish, and short . Believed human beings are naturally selfish and evil, acting in own self-interest. Social contract- with the state/the leviathan/the mob. Give up all of our freedom, the state will keep us safe and alive with that power.
