One of the policies that should be made is that the same medical examiner has
access to all the victims’ bodies if possible to be able to make connections and see links
between the murder of different individuals. Briefing to different investigators on all the
information available is important so that every jurisdiction has all the material that they
may need. A protocol for a multiagency investigation should be available. This was one
of the main concerns of investigators in that they didn’t feel like they had a manual or the
proper information to effectively collaborate with other departments. A policy that
ensures that all agencies involved in the case and that need the information are given
what they need to be able to effectively do their job. However, if all the crimes occur in a
similar jurisdiction it is best that they all be covered and cleared by the same law
enforcement and examiner teams. Consistency in those identifying the crimes allows for
individuals to make connections and find evidence that might give information to the
perpetrator or motive.
Avoiding a strong relationship with the media in serial murder cases is ideal and
should be advocated in these situations. If a serial killer gets a lot of media attention it
can make the situation worse and only drive the perpetrator to want to kill more to gain
the desired attention. Also with media involvement it can create a moral panic among the
community and can make individuals act rashly rather than taking safe measures. Law
enforcement does need to keep the media up to date with information, but not releasing
any evidence or circumstances that might create this moral panic or boast the perpetrator.
It is also law enforcements responsibility to clear up any information put out by the
media that may not be accurate. A policy for effective media communication gives law
enforcement a guide of the proper actions to take sine they will most likely not have a lot
of experience in this area. With the connection to media there is a lot of responsibility
that falls on law enforcement and there should be measures taken to prepare individuals
for these situations.
