Juvenile court act 1899 established first comprehensive system of juvenile justice. 2005 had a big cases that sparked roper v simmons! (important) Upper range 16-18 where i think kids could be tried as adults. Neglected child is a kid that receives inadequate care because parents actions. Know parens patriae- state is a guardian of juvenile. Changing their motivation of people who commit crime.
