Federalism: very complex system, argued 200 years how federalism should work, one of the causes of the civil war, first 2 political parties formed over federalism argument, federation when 2 or more governments share power over and responsibility for some people and the same territory, in the us, federal and state governments both sovereign, both get their power from the people, each state makes, carries out, and interprets its own laws, the nation makes, carries out, and interprets its own laws, federation usually occurs with big population, a lot of territory, internal differences, all want to be a part of the same state, do not all want to live the same way, most states do not want these; only 13 % have this worldwide, most have a unitary system, other federations: canada, germany, spain, russia, mexico, brazil, confederations are very few and far between (ex: european union)
