The biological species concept defines that species are groups of actually or potentially interbreeding natural populations, which are reproductively isolated from other such groups. There will be gene flow present within the population. The phylogenetic specie concept is the smallest diagnosable (identifiable in groups) unit and a method to define species by their relationship with other species. This can be used for any type of organisms, including those that are extinct, asexual reproducing (bacteria), etc. You can do so by making a phylogenetic tree and the separate branch at the tip of the tree represents it own species. An example of this would be the kaibab and abert squirrels living on opposite sides of the grand canyon.
