Americans recognize that mainting order is impossible without large government appparatus" with staff and power: administration is the positive term. Bureaucratic organization enhances efficiency: core of bureaucracy is division of labor. They become hierarchial forming almost a pyramid: at the base are workers with few skills. Then at top are the high level execs. Bureaucracies allow governments to operate: bureaucracies are basically permanent once established for the most part. The device by which to tie ones hand provides a credible commitment to the long term existence of a policy. Bureaurcrats fulfill important roles: bureaucracy as continuous business routine .
