Need for critical examination of manner in which race discrimination complaints are handled @ ontario. Low success rate for complaints of racial discrimination. Human rights commission is responsible for administering and enforcing the ontario human rights code. Must be as free as possible from discriminatory practices; climate of understanding and mutual respect. Lack of understanding that law sustains racial discrimination. Collected all reported decisions from cdn humr reporter involving racial discrimination from. 1980 to early 1992 (1) employment; (2) housing/accommodation; (3) services. Examining commission meeting packages of race complaints analysis of the way in which race complaints were handled at the initial stages. Collecting copies of various scholarly articles written on race discrimination and the law list of experts. Preparation of this report; summary of general findings; collecting evidence of biased working assumptions; general observations about procedural shortcomings; general recommendations. Certain assumptions made by commission officers, lawyers, & board of inquiry which prevent successful disposition of race complaints.
