Departments or divisions within an organization often di er in values, attitudes, and standards of behaviour, and the subcultural di erences lead to con ict. The degree of goal incompatibility, di erentiation, task interdependence, and con ict over limited resources determines whether a rational or political model of behaviour is used within the organization to accomplish goals. When goals are in alignment, there is little di erentiation, departments are characterized by pooled interdependence, and resources seem abundant, managers can use a rational model of organization. In most organizations, neither the rational model nor the political model characterizes things fully, but each will be used some of the time - the great thing about fact-based decisions is that they overrule the hierarchy.
