Model of police work that is reactive, incident driven and centered on random patrol. Study on effectiveness of random mobile patrol which found no impact on reporting crime, victimization, fear of crime or citizen satisfaction with police: reactive beats. Police did not engage in prevention, respond only to calls: control beats. Routine preventative patrol was maintained at usual level of one car per beat: proactive beats. Routine preventative patrol was intensified to 2-3 times. Results: none of above has any significant impact on reported crime. Based on partners to identify, prioritize and solve problems (crime, drugs, fears) Goal: improve quality of life in area. Requires all personnel in police service - civilians response to incidents of crime with goal of exploring proactive initiatives. Requires change in how performance of police is measured: Traditionally: performance measured by number of crime control, enforcement criteria, crime rates and clearance rates.
