Covenant is upheld even when god is not performing visible miracles. Brokenness is just another way of expressing compassion. Covenant is not simply quid pro quo/coercive. Affiliation/intermarriage indicate rise in individuality/breaking of the covenant. Tho commitment level of jews is higher than it appears.
