Also, time ran out w/out manitoba passing. Showed that ppl needed 2 b consulted re: const changes. Renewal of canada conferences relied heavily on public discussions in the writing of the. Report resulted in social/econ union being incorporated into charlottetown accord. Howev, ca still didn"t involve the ppl. Despite increased transparency, inclusion of indg groups/terrs/equity groups. But qc had not been present, and pm, in effort to make sure qc legi passed ca, held closed door negotiations.
