Focus of the article is international engagement w african rather than africa"s engagement with the international environment: concern is w external rather than internal change. Important to keep in mind the extent in which post colonial elites sought to manipulate external relationships for their own gain. After the cold war there was emphasis on good governance and econ/social development: talk of a new scramble for africa by china. Over the last century africa has been a fertile field for the production.
