Why would consumers agree use an adr system: quicker, less costly, less intimidating. Free for consumer, paid by auto manufacturers. Consumers does not commit to camvap at time of purchase, option of going to court. Once it is chosen, consumers give up right to use court and recognize arbitrator decisions as final. Consumer first brings complaint to manu and authorized dealer. Completes claim form and then manu has 1- days to respond and to file documents it will use at the hearing. Caa inspections of car at not cost is possible: buy backs/repairs/out of pocket expense/settlements/no. Not a government org: private and separate operations. To be eligible: members must be in business for 6 months, meet legal requirements for business (bonding and licensing)
