Also a major means of social control. Weber: the state has monopoly on the legitimate use of violence. The government is only one aspect of the state. The concept of the state is more inclusive and allows us to appreciate the element of force that is a key part of this social institution. While all societies require some means of maintaining social control o of handling relations with external groups, for cost of human history this was done informally. In foraging societies, political power tended to be loosely organized, with a pattern of shifting leadership. People came to see their state structure as inevitable and eternal.
