In every province & territory except nunavut, court system has 2 levels. Provincial & territorial courts - lowest level of courts. Nearly all criminal cases begin & end in them. Hear cases under youth criminal justice act * cases involving alleged offences against provincial/territorial statutes. May also include family courts & small claims courts. Held to determine whether there is sufficient evidence to warrant trial. Historically, provincial & territorial courts dealt w/ less serious cases. Judges in these courts now hear increasingly serious offences. Problem-solving courts - specialized courts designed to divert offenders w/ special needs from cjs. Drug treatment courts (dtcs) - target needs of persons w/ addictions who are in conflict w/ law. Mental health courts - attempt to address needs of persons w/ mental illnesses (pwmi) who come in conflict w/ law. Focus on addressing underlying problems of offenders/victims/communities. Increase community satisfaction w/ response to persons in conflict.
