At the time, many believed that this influx of immigrants pushed native citizens out of their low-skilled jobs as the new immigrants would be willing to do the work for less. Card also measured the same effects on other major cities with similar population statistics and found that the pattern of change was consistent with other cities in america (p. 251). In summary, card found that the only major ethnic group that experienced an increase in unemployment and a decrease in wages was the cubans.
