Ottomans developed large army and navy and gained control over eastern mediterranean. Ottoman sultans ruled over an absolutist, bureaucratic, agrarian-based empire. Ottoman government has decentralized administration and was very tolerant and lenient. Devshirme levy allowed ottoman sultan to recruit slaves for administration and military. Sipahi cavalry - provincial cavalrymen given agricultural land by sultan to collect taxes, they must report for military service along with specified number of soldiers. Religious establishment consisted of ulama, qadis and shaykh al-islam who all held office at the pleasure of the sultan. Millet system - religious communities were partially self-governed by their religious leaders.
