True variable costs occur when the amounts used in a period vary in direct proportion to the level of production activity. Step-variable cost - a cost (such as the cost of a maintenance worker) that is obtainable only in large chunks and that increases or decreases only in response to fairly wide changes in activity level. Management tries to use the fullest extent of each step.
