San francisco was going through a drought a there were ideas circulaing to damn up the hetch. Muir convinced him to explore alternaive opions but even the expert opinion of engineers said hetch hetchy was the only pracical soluion. He decided to make the choice against wilderness but he remained doubful: muir was discouraged but not defeated and decided he needed to get people angry about the reservoir. He made hetch hetchy into a symbol of ethical and aestheic qualiies. His defense criicised the commercialism and sordidness of american civilizaion and defended the wilderness: muir, johnson and mcfarland all sought to convey the idea that protecing hetch hetchy was protecing all things good and beauiful. They also targeted the spiritual signiicance of wild places. It became a batle between right and wrong. This changed the minds of many including members of clubs.
